How do the communities around Grand Rapids compare?

What does the federal lead-safe renovation rule actually require?

The operative definition lives in 40 CFR 745.83, which sets out what counts as minor repair and maintenance and therefore falls outside the rule. Anything larger than the thresholds below is a regulated renovation when it happens in pre-1978 target housing. The aggregation clause is the one people miss: separate jobs in the same room inside a thirty-day window are treated as a single job, so splitting a kitchen into two visits does not split the square footage.

The administration side matters in Michigan specifically. EPA authorizes a short list of states to run their own Renovation, Repair and Painting programs, and Michigan is not among them, so firms working on pre-1978 housing in this state certify with EPA directly rather than with a state agency. EPA's published fee schedule sets renovation firm certification at $300 for both initial certification and recertification, and EPA's firm certification page states that those certifications are good for five years.

Which local housing is oldest?

East Grand Rapids publishes the cleanest housing-age breakdown of any community in the metro, and the result is striking: the city reports an average build year of 1946 across the 3,977 homes counted in the 2010 census. Four out of five of them went up before 1960. For a cabinet trade that is close to a guarantee that pre-1978 paint is somewhere in the building, whether or not it is on the cabinetry itself.

Kentwood is the clearest local record of the postwar suburban wave, because its 2020 Master Plan publishes the decade-by-decade count. The city went from 20,310 people in 1970 to 30,438 in 1980, a fifty percent jump inside ten years, and the housing that absorbed them is the golden-oak-and-cathedral-arch stock that dominates cabinet work in the southern half of the metro today. What else does Michigan require of someone working on your kitchen?

Two state-level thresholds are worth knowing before you compare bids. The first is licensing. MCL 339.2403 sets out who must be licensed as a residential builder or a residential maintenance and alteration contractor, and exempts an undertaking only where the aggregate contract price for labor, material, and any other items is less than $600.00. The second is what a municipality itself demands.
